Skywolf is a legislative intelligence platform built to modernize how policy professionals interact with Arizona’s government data. We moved beyond simple storage to create a living ecosystem that tracks bill movements and policy shifts in real-time. By transforming thousands of documents into a high-performance knowledge graph.

We set out to build a database solution that anticipates the needs of political experts by synthesizing live bill movements into a unified relational graph. Our goal was to use AI agents to provide expert-validated summaries and instant notifications, turning a massive digital archive into an intuitive, real-time research hub.

We built an engine that structures massive amounts of documentation, from historical records to live legislative actions. To ensure absolute precision, we implemented AI agents that summarize complex bills, which are then meticulously reviewed by seasoned experts. We architected a robust graph database on AWS to manage thousands of connections, then built a GraphQL API that supports advanced search, filtering, and personalized tracking. The interface allows users to visualize "invisible" links between bills, sponsors, and committees with minimal lag.

The platform is now the primary intelligence hub for Arizona's policymakers, reducing research time from days to minutes. Users get instant insights through live tracking with notifications and can generate customizable reports in the specific formats they prefer. By merging expert-validated AI summaries with streamlined search tools, we’ve ensured that policy teams always have the precise data they need to stay ahead of every legislative development.
